SALTO Euromed et Democracy Reloading travaillent à la préparation d'une formation pour la région Euromed, avec un accent particulier sur le Maroc et la Tunisie.

Objectifs de cette formation
Heads of State and Government gathered in Reykjavík on 16 and 17 May 2023 to stand united against Russia’s war of aggression against Ukraine and to give further priority and direction to the Council of Europe’s work, and they concluded their visions in the Reykjavik Declaration that includes also a very clear and specific note on youth participation in decision-making.
Throughout 2025, the Democracy Reloading organised a series of four webinars exploring the key dimensions of municipal youth participation. Between April and November, more than 100 participants, youth policy officers, decision makers and youth workers, joined these online sessions to exchange ideas, explore tools, and strengthen their competences in engaging young people in decision-making.
1. Executive Summary
From June 29 to July 5, 2025, the city of Segovia (Spain) hosted a new edition of the transnational training course “Municipalities for Democracy” (M4DEM), an intensive program aimed at municipal officers and decision-makers working in the field of youth policy. The course brought together 23 participants from 17 countries, all sharing a common goal: to strengthen youth participation in local decision-making.

On June 2nd 2025, a new training opportunity for municipality officers took place in Florence, hosted by the Italian National Agency for Youth (AIG), as part of the extensive educational programme of Democracy Reloading. Now in its sixth edition, Municipalities4Democracy aimed to train municipal officers on how to effectively involve young people in local decision-making processes, and to support the development of relevant strategies, structures, and policies.
From 5th to 11th October 2025, Limassol, Cyprus, became a meeting point for 25 municipal representatives, including youth participation officers, and young people from 10 different countries across Europe. They gathered for the second edition of the training course “Youth & Municipalities for Democracy”, organised in the framework of the Democracy Reloading SNAC in partnership with the Cypriot National Agency.

From 10 to 15 November 2025, the Youth & Municipalities 4 Democracy Training Course brought together tandems of municipal youth officers and youth representatives in Portimão, Portugal, for an intensive programme dedicated to strengthening youth participation in local democratic decision-making.
Democracy Reloading is strengthening youth participation across Europe through two interconnected communities that support municipalities in developing and sustaining democratic engagement at local level. In addition to its training and webinar activities, the Partnership has built complementary networks connecting municipal practitioners and recognised experts. Launched one year apart, these communities now form the backbone of Democracy Reloading's work, supporting municipalities in developing, testing and strengthening youth participation structures.
In Breda, a lot is already happening in the field of youth participation. However, in practice it turned out that initiatives often exist separately from each other. The Democracy Reloading trajectory gave the municipality the opportunity to gain better insight into this. Youth Project Leader Miriam Rijvers describes the trajectory as a journey of discovery that led to new insights, more connection, and a compass for the future.
