What is the M4DEM Workbook?
Heads of State and Government gathered in Reykjavík on 16 and 17 May 2023 to stand united against Russia’s war of aggression against Ukraine and to give further priority and direction to the Council of Europe’s work, and they concluded their visions in the Reykjavik Declaration that includes also a very clear and specific note on youth participation in decision-making.
Throughout 2025, the Democracy Reloading organised a series of four webinars exploring the key dimensions of municipal youth participation. Between April and November, more than 100 participants, youth policy officers, decision makers and youth workers, joined these online sessions to exchange ideas, explore tools, and strengthen their competences in engaging young people in decision-making.
